Law on social scholarship changes. Social scholarship for students - let's figure it out ourselves

A scholarship is a mandatory payment of funds to students throughout their studies at the university. The payment of scholarships is regulated by the Federal Law “On Education in the Russian Federation” of 2012. Students studying in a paid department do not receive a scholarship.

The scholarship for students in 2017 and its amount depend on:

  1. Student performance. Sessions must be closed without grades of “satisfactory” and “unsatisfactory.” Otherwise, payment of the scholarship in the next semester will be terminated.
  2. From the social status of the student. Some social groups, in addition to academic scholarships, are entitled to social scholarships.
  3. From the educational institution. Universities have the right to set their own scholarship amount, not lower than the minimum specified in the law. The university can also differentiate scholarship payments by department.
  4. From extracurricular activities. A student who takes part in various projects and activities of the university is entitled to an increase in scholarship.

Let's look at the conditions for receiving different types of scholarships.

Academic scholarship 2017

All students who entered the university on a budget-funded basis are entitled to an academic scholarship. The condition for receiving a scholarship is passing exams without grades “satisfactory” or “unsatisfactory.”

The minimum scholarship amount for 2017 is 1,340 rubles. per month. For excellent academic success, a student has the right to an increased academic scholarship, but not more than 6,000 rubles. per month.

In some universities, the scholarship amount depends on each grade obtained during the last session. Each “excellent” rating significantly increases the payment amount.

Social scholarship 2017

The following categories of students can count on social benefits:

  1. Students from low-income families.
  2. Students left without parents.
  3. Students who received a dose of radiation as a result of accidents.
  4. Disabled people of groups I and II, disabled children.
  5. Students who have completed military service under a contract in the Armed Forces of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the FSB of the Russian Federation for a period of at least three years.

The minimum scholarship amount for 2017 is 2010 rubles. per month.

To obtain the right to receive a social scholarship, a student must prepare and submit to the social security authorities documents confirming the low level of income in the family, as well as a document confirming his studies at the university at the expense of federal funds.

Afterwards, the social protection authority issues a certificate for receiving a social scholarship. It must be submitted to the dean's office.

Payment of a social scholarship is suspended in the event of academic debt. Once the debt is cleared, payment of the scholarship continues.

Government Scholarship 2016/2017

Senior university students (usually starting from the third year) have the opportunity to receive a Government scholarship. Part-time students are not eligible for this scholarship.

The scholarship is an incentive for outstanding academic achievements, scientific discoveries and inventions, victories in Olympiads and competitions, and writing articles.

The size of the scholarship from the Government of the Russian Federation in the 2016-2017 academic years is 1,440 rubles. per month. The scholarship is awarded for the period from September to August.

The government has compiled a list of areas of training that are strategically important for strengthening the Russian economy. Students studying in such areas are entitled to a special scholarship from the Government. Conditions for receiving the scholarship:

  • At least half of the grades are “excellent” for the past two sessions. No “satisfactory” or “unsatisfactory” grades.
  • The student is a winner or prize-winner of scientific Olympiads at various levels.
  • The student has awards (diplomas, diplomas, certificates) for high achievements in scientific activities.
  • The student is the author of articles published in scientific publications at various levels.

The scholarship amount is 5000 rubles. per month.

Scholarship of the President of the Russian Federation for students 2016/2017

The scholarship of the President of the Russian Federation is awarded to students who have distinguished themselves in scientific activities. Students can be winners or prize-winners of scientific Olympiads at various levels, have publications, be the author of a scientific invention, etc.

In Russian universities and colleges, some categories of students can receive a so-called social scholarship. This is a monthly cash benefit that is paid to those in particular need. In this article, we looked at who is entitled to such a scholarship, how to achieve it and in what amount it can be received.

In Russia, a full-time student is a certain status that allows in many cases to equate a student at a university until he reaches 23 years of age with minor citizens. This indicates the recognition of full-time students as more socially vulnerable sections of society. But there are special categories of students who need constant financial support measures due to extreme need; a state social scholarship is established for them.

This is a benefit provided for by the Federal Law “On Education” dated December 29, 2012 No. 273-FZ, paid to special categories of students receiving education on a budgetary basis. Students with benefits can study both at the highest level - a university, and at the secondary level - at a secondary school (college, vocational school, technical school).

The procedure for assigning and issuing social benefits to students is spelled out in detail in Order of the Ministry of Education and Science of Russia No. 1000 dated August 28, 2013 ( Order of the Ministry of Education and Science).

A student applying for a scholarship and a college student who is entitled to financial assistance from the budget must be paid, as a rule, in the form of a monthly payment to a special bank account.

A scholarship in the nature of social support does not replace an academic scholarship; its payment does not in any way affect the remuneration due for good academic performance.

Who is eligible to receive

The list of persons entitled to receive social financial assistance is determined at the federal level. Despite the limited list, the normative act provides educational institutions with some freedom in this matter. Management has the right to decide on additional measures to support those in need using funds from off-budget fund establishments. These could be:

  • Expanding the circle of scholarship recipients by including additional groups of people in need (for example, members of large families, young parents);
  • Increase in the federally established monthly payment amount.

The following categories are established by law:

  1. Orphans, as well as children left without guardians, including those whose both parents or the only parent who raised them died during their education;
  2. Children who have been disabled since childhood, as well as those who have become disabled with the assignment of the first and second groups of disability, who also received disability due to illness or injury during military service;
  3. Combat veterans ( more details in the Law “On Veterans”);
  4. Contract servicemen who have served in the armed forces for at least 3 years are equated with the bodies of the Ministry of Internal Affairs, the Russian National Guard, civil defense, state security, and the FSB;
  5. Persons exposed to radiation or injured during man-made disasters;
  6. Low-income citizens.

A social scholarship provided for the poor is awarded only if the applicants document their need, namely, the level of income per family member must be less than the minimum subsistence level adopted in each specific region of the country.

  • Children from a large family;
  • Young parents;
  • Children whose parents are recognized as disabled people of non-working groups (I and II).

To receive a monthly social benefit, a student must confirm his status. State social scholarships, in accordance with current legislation, are awarded to persons who have provided supporting documents to the educational institution; they are different for each category of beneficiaries.

The termination of the scholarship does not depend on the student’s academic performance, since the measure is not stimulating, but supporting in material terms. If a person has confirmed his right to receive this benefit, the educational institution cannot refuse him. Termination is only possible:

  • upon completion of studies at an educational institution (including upon expulsion);
  • in the case when the status that affects the receipt is lost (the student is no longer considered low-income, a decision is made to remove the disability).

For the reason specified in the second paragraph, the recipient of the benefit must notify the dean’s office about this, since if the student receives the benefit without justification, the student may be held accountable.

Is a social scholarship available to payers?

In addition to the established list of persons applying for a social scholarship, the legislation establishes two mandatory conditions. Firstly, training must be carried out on a budgetary basis. Secondly, the form of study chosen by the student is full-time only.

At the same time, if a student is on academic leave or parental leave until he turns 3 years old, this will not be a legal reason to interrupt the transfer of social scholarships. If a student is asked to write any kind of refusal for the period of absence, this will be illegal.

Students of evening and correspondence faculties are deprived of receiving benefits, because they master educational programs without interrupting their work.

Paying students are also not provided with this privilege. If a student’s education is paid for by himself or his parents, then if he becomes an orphan or recognized as disabled, some universities provide for a transfer to free education. But this becomes possible with high performance indicators. Also, taking into account the financial difficulties of students, the management of the educational institution is accommodating and provides a deferred payment.

Taking into account the direction of social policy in Russia, in 2019 it is planned to establish new benefits for families with children. It is possible that this will also affect student support measures.

Amount of financial assistance

The amount of financial assistance is established by government regulations. Minimum values have been established, which depend on the level of the educational institution:

  • 730 rubles – for students in secondary schools;
  • 2010 rubles – for students at state universities.

The amount of a social scholarship cannot be assigned below the given indicators. From educational program: bachelor's, specialist's or master's degree doesn't depend at all. The payment is transferred in one payment per month.

Regulatory acts provide that some students are guaranteed an increased social scholarship. Only students who meet the following conditions are eligible to receive it:

  1. Freshmen and sophomores;
  2. Training is carried out according to bachelor's and specialist's programs;
  3. Have good academic performance, there are no “satisfactory” points in the grade book;
  4. Belong to one of the categories of the legislative list of students on benefits, discussed earlier;
  5. Does not belong to the specified categories, but has not reached 20 years of age at the time the scholarship is awarded and the student’s only parent has group I disability.

According to Government Decree No. 679, the amount of the benefit is 6,307 rubles. The indicated value is an irreducible minimum; institutions have the right to increase it. The order of the Ministry of Education contains a rule according to which: the amount of scholarships, including increased social scholarships, must be greater than or equal to the cost of living per person in the country as a whole.

This indicator is approved by the Government of the Russian Federation for each quarter of the calendar year. To assign an increased scholarship, the educational institution forms its own scholarship fund, taking into account the 4th quarter of the previous year. The increased amount of cash payments is established based on the results of the session.

In case of termination of studies, a social scholarship, including an increased one, is paid in proportion to the time that the expelled student devoted to study from the first day of the calendar month to the day of expulsion.

Who is in charge of the appointment?

The state social scholarship is assigned by order of the head of the institution, the rector of the university or the director of a vocational school or college. The administrative act indicates the date from which payments begin. This is the date the student submits the necessary documents confirming his right to receive a social scholarship.

A document certifying that a student is classified in one of the preferential categories must contain the period for maintaining such status. If we are talking about a permanent certificate (for example, a veteran’s certificate, a certificate of disability, a certificate of absence of a guardian), then the appointment of a preferential scholarship occurs before graduation. From January 1, 2017, the procedure for awarding scholarships has changed for low-income citizens. They were required to not only confirm their insufficient income, but also their receipt of government assistance. For those students who are recipients of state social assistance ( for the poor), the scholarship is awarded for exactly 1 year, just like state social assistance.

You will need this information:

The procedure for assigning any payments is fixed in the relevant local act of the educational institution. The decision on the amount of social benefits from the budget for students is made by the Academic Council, taking into account student opinion and representatives of the students' trade union (when it is established in an educational institution). The accepted level of scholarship should not be less than the normatively established one.

How to apply for

In order to apply for a social scholarship, you must ensure in advance that you have all the necessary documents. The Department of Social Policy prepares certificates from 2 weeks to a month, and documents on the basis of which social payments are made must be submitted to the dean’s office until early October, while writing a statement.

The status of an orphan and a person left without care is confirmed by a certificate from the guardianship; veterans provide a certificate; for persons with disabilities, the certificate indicates the validity period of the restrictions.

To go to the district Department of Social Policy, a student needs 2 types of certificates from an institute or college: about receiving a scholarship and about studying at this institution. Based on these papers and a copy of the passport, the applicant will be issued a corresponding certificate for receiving a social scholarship.

The government agency will also additionally request the following documentation if the student is low-income:

  1. Certificate No. 40, which is taken at the place of residence and reflects the composition of the family living at a specific address;
  2. 2NDFL with data for the previous 3 months for all working family members, as well as other documents indicating the total family income (it also includes pensions, benefits, alimony payments). If a healthy, able-bodied family member has no income, he brings a certificate stating that he is registered with the labor exchange;
  3. Copies of passports, birth certificates of younger family members.

The status of a low-income citizen is confirmed annually. A social scholarship for other reasons is awarded until completion of studies.

If a person does not have enough money to provide even such basic needs as food or the purchase of medicines and clothing, he should find out how to apply for a social scholarship in 2019 and what is required for this.

Students can become scholarship recipients in different cases. But government assistance is provided only to those who need it.

The purpose of this appointment is to stimulate future specialists and provide assistance to persons undergoing training at an educational institution.

However, financial support is not available to everyone. First of all, only those who study full-time can receive it.

General information

There are different types of scholarships available. The main category of recipients are those people who are in dire need of social assistance.

The choice of the type of payment is made based on the student’s social status and wealth. A prerequisite is that the student must need help.

What it is

Those citizens who study at a higher educational institution or college and need to receive subsidies, which are more of a material assistance, have the right to receive support.

Unlike personal and Presidential scholarships, this support can be received by students with any academic performance.

What is needed for a social scholarship:

  • be a current student;
  • attend day care;
  • to have a difficult situation and need certain things.

Persons studying at their own expense (at the commercial department) are not eligible to receive financial assistance. This applies only to those who entered the budget department.

How much is (size)

Resolution No. 899 established the minimum amounts of social scholarships for students. Differentiation is carried out depending on the direction of the specialty received by a person.

Students of colleges (institutions of secondary specialized education) can make small payments - 730 rubles, on a certain date each month. For university students, this amount is slightly higher and amounts to 2,010 rubles.

Also, some educational institutions have their own non-state funds, but the scholarship is awarded for certain merits in education and is not social, that is, available to everyone who needs it.

Current regulatory framework

The basic law that governs the state. organizations, when assigning payments to students - Federal Law 312 dated July 3, 2016 “Scholarships and other cash payments.”

There are also a number of other regulations governing the process of providing financial assistance to students:

Federal Law No. 273 also provides a list of citizens entitled to receive assistance.

How to receive a social scholarship from January 1, 2019

To receive payments, you must first apply for them. There are several factors to consider before submitting your application.

First, you need to make sure that the academic session was successfully closed and there are no arrears in individual subjects. It is also necessary to prepare some documents.

The scholarship can only be received by current students in the process of studying. No payments are provided to applicants or graduates.

Who is eligible for universities?

The law establishes a list of persons who are entitled to financial assistance allocated by the state during the training process:

  1. Children who were officially recognized as orphans and have not reached the age of 23, and have not graduated from college or institute.
  2. Children left without parental care for one reason or another.
  3. Citizens who, while studying at an educational institution, lost one or both parents.
  4. Children with disabilities, in particular those who have groups 1 and 2.
  5. Citizens injured during military service.
  6. Persons who, for a period of more than 3 years, were in military service in the National Guard or the Ministry of Internal Affairs, the Armed Forces of the Russian Federation.
  7. Persons officially recognized as poor.

When submitting an application, the fact of the need for social assistance will be checked, as well as registration for full-time study on a budgetary basis.

Registration procedure for students

Students wonder what certificates need to be prepared, what is the procedure for processing documents. Often, the question of receiving a scholarship worries girls who became pregnant during their studies.

Please note that during pregnancy, as well as during the period before and after childbirth, payments are suspended.

In excess of the established norm, according to Federal Law No. 273, a scholarship may be awarded to students who are studying in the 1st or 2nd year and need financial assistance. At the same time, they must receive education under a bachelor's or specialist's program.

For the poor

Students whose families, or themselves, have been recognized by social protection authorities as low-income, have a priority right to receive financial assistance from the state during the period of study.

If a pension is assigned to a low-income student, in addition to the usual papers, he must prepare the following:

  1. Certificate of family composition. This paper is issued upon application, at the student’s place of registration. Its validity period is 10 days, which must be taken into account when registering.
  2. Information about the family budget - 2-NDFL.

When determining the financial situation, the representative of the social security authority takes into account not only the salaries of the student’s father and mother, but also any benefits or pensions received.

For non-residents

Law No. 273 establishes that students who come to another city to receive secondary or higher education, that is, who are from other cities, also have the right to receive social assistance.

No restrictions were introduced. In this regard, the accrual and payment of scholarships is carried out on a general basis.

In addition to the usual documents, a student who comes from another city is required to provide a certificate in Form No. 9 confirming that he has received registration in the dormitory.

Receipts confirming the transfer of payment for the place of residence must also be attached.

For the loss of a breadwinner

A person who has lost his breadwinner is especially in dire need of help. Due to circumstances, an increased rate may be assigned.

The scholarship is awarded in the amount established by law - for higher educational institutions - 2010 rubles, and is paid during the period of study at the institution.

Those citizens who have not reached the age of 23 are eligible to receive a scholarship. Also, the loss of a breadwinner may be considered not the death of parents, but a significant decrease in their income, due to which they are unable to support a child.

What documents need to be provided

To receive a scholarship, you must apply for it. The question arises, how to do it right. First of all, you need to prepare documents according to the list:

Additional documents are also provided confirming that the student is socially vulnerable. For example, a certificate of disability. Before you apply, you need to find out who is eligible.

Correct filling of the application (sample)

The application for a social scholarship is drawn up on one sheet of A4 paper. A sample application for a social scholarship is available.

It is allowed to print the document on a computer and provide a manual signature. All fields must be filled out - it is especially important to indicate the circumstance that gives the right to receive payments.

Latest news and changes

Previously, a social scholarship was paid to all students who were eligible to receive assistance from the state.

This allowed almost every student to classify themselves as low-income, for the reason that during their studies, work activity is not fully carried out.

However, an innovation was adopted, according to which only those who provide evidence of low income of their family are eligible to receive a scholarship. That is, the student’s family itself must be poor.

The cost of living for a social scholarship 2019 has only a conditional meaning. Its size is determined based on the cost of goods and services necessary for the student.

Payments are provided for one year, after which you must apply again. From January 1, 2019, scholarships began to be paid to those students who are already receiving assistance from the state.

Unfortunately, in our country there are still a considerable number of citizens of all ages who belong to the category of those in need. Most Russian citizens receive monthly assistance from the state in the form of some supplements or benefits. Some categories of the youth population can also count on similar material benefits. These often include students from various educational institutions who require additional financial assistance due to certain life situations.

For them, there is such a type of payment as a state social scholarship, which is paid in all budget universities in the country. Let's figure out what such financial assistance is, how much it is paid and what documents are needed to receive it.

What is a social scholarship

This type of scholarship is one of the payment options available to full-time students only. In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.

The procedure for issuing it is regulated, first of all, by Federal Law No. 273-FZ “On Education in the Russian Federation” dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ). The procedure for providing these payments in more detail was approved by the Ministry of Education and Science of the Russian Federation in order No. 1000 dated 08.28.13.

This regulatory document states, in particular, that:

  • the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if there is one) and the opinion expressed by the student council of the same institution;
  • in this case, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are set taking into account the current inflation level for each category of students and their level of professional education.

You can get acquainted with the size of the social scholarship in Decree of the Government of the Russian Federation No. 899 dated 10.10.13. This Resolution was adopted to fulfill the requirements of paragraph 10 of Article 36 of Law No. 273-FZ.

Amounts of social scholarship payments

In Resolution No. 899 in paragraph 6 of paragraph 1, only two values of the social scholarship are approved, which are differentiated depending on the level of vocational education received by students and below which one cannot fall when establishing the amount of the scholarship to be actually accrued:

  1. secondary vocational education. It includes all programs related to the training of mid-level specialists, as well as office workers and skilled workers. Students studying in any of these programs are entitled to a monthly scholarship of 730 rubles;
  2. higher education. It includes educational programs of a specialist (5 years of full-time study), master's degree (2 years of study) and bachelor's degree (4 years of study). Students who receive higher education in one of these programs are guaranteed a scholarship of 2,010 rubles for each month.

It is worth noting that Article 10 of Law of the Russian Federation No. 4520-1 of February 19, 1993, which approves state guarantees for persons who live and work in the regions of the Far North and in territories that are equivalent to them, provides for an increase in the amount of any scholarships by the amount of the regional coefficient . This coefficient is differentiated depending on the region. In particular, for the Vologda region it is 1.25; for the Altai Republic – 1.4, etc. Thus, the social stipend paid in these areas should be increased by the regional coefficient.

In addition, an educational institution may additionally provide other material incentives, but only from its own income, which is earned by the specified institution, and not received from the budget.

Who is eligible to receive a social grant?

Clause 5 of Article 36 of Law No. 273-FZ provides a large list of those persons who are entitled to this scholarship. These persons include, in particular:

  1. children who are officially recognized as orphans;
  2. children who were left without parental care;
  3. persons who, during their education, lost both parents or a parent recognized as the only one for any reason;
  4. children with disabilities;
  5. disabled students who have groups 1 and 2;
  6. persons who have become disabled as a result of military trauma;
  7. persons who served under contract in the Armed Forces of the Russian Federation, in the Ministry of Internal Affairs of the Russian Federation, in the troops of the National Guard of the Russian Federation, etc. In this case, the period of service of these persons must be at least 3 years;
  8. low-income citizens and other persons.

This list is closed. But in addition to this list, there are two more conditions that determine the right to receive a social scholarship and must be met simultaneously:

  • full-time training;
  • and at the budget department.

If the above-mentioned persons study in a paid department and (or) have an evening or correspondence course of study, then they do not have the right to count on a social scholarship. However, when assigning a social scholarship to students, there are some nuances.

Nuances of assigning a social scholarship

Law No. 273-FZ provides for a case when a social scholarship can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who are studying full-time, on a budget basis and receiving higher education in bachelor's and specialty programs. In this case, these persons must have grades in their academic performance of at least “good and excellent.” The social scholarship for such students is increased to 6,307 rubles (excluding the regional coefficient). And it is appointed based on the results of the interim certification.

But in order to receive this scholarship, you need to document the financial situation of the student’s family.

If a student goes on leave in connection with caring for his child (before the child reaches the age of three), for pregnancy and childbirth, or takes academic leave, then the payment of the social scholarship does not stop for this period. This is established in clause 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

As for receiving scholarships for nonresident students, Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving a social scholarship based on the registration criterion. Therefore, the specified student receives a social scholarship on a general basis.

Rules for applying for a social scholarship

First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution confirming his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. This document is a Certificate issued by local social security authorities.

To obtain this certificate you will need:

  • passport (or other identification document);
  • a certificate indicating the form of study, course and other similar data. This document is issued by the educational institution where the student is studying;
  • a certificate of the amount of the scholarship for the last three months. It is issued by the accounting department of the educational organization.

For nonresident students you will additionally need:

  • a copy of the registration certificate in the hostel, or a certificate in form No. 9. This form is a document confirming the local registration of a nonresident person. They receive it at the place of registration;
  • receipts confirming payment for accommodation in the hostel. Or you need to submit a certificate issued by the passport officer at the student’s place of residence, stating that he does not live in the dormitory.

For low-income citizens, you should additionally submit:

  • certificate of family composition. This document is issued at the student’s place of registration. It is valid for 10 days;
  • information about the family budget for the last three months that precede the month the student applied for a scholarship. This information is presented in the form of a certificate of income from the place of work of each parent - in form 2-NDFL. If parents do not receive a salary, then other documents confirming income (pensions, benefits, etc.) are submitted. The social security agency should tell you how to obtain this information. They must also provide a complete list of documents required to receive a social scholarship.

As soon as everything is collected, the social security authority issues a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. It is worth noting that very often it is necessary to submit this certificate during September so that the student can quickly receive the necessary assistance. These deadlines should be clarified with the educational institution itself.

As soon as the certificate is submitted, the scholarship is assigned. The basis for the actual payment of this income is a local administrative act issued by the head of the educational institution. The stipend is paid every month. But the validity period of the certificate confirming the right to a social scholarship is only for one year. Therefore, for the next academic year you will have to apply for it again.

It is worth noting that the scholarship can be terminated if the student is expelled or there is no basis for receiving it (i.e. a certificate from the social security authority is not presented).

Who can receive this type of government assistance is described in the following video:

Study with C grades, participate in competitions and pass the GTO standards

I am a master's student at the Faculty of Economics at St. Petersburg State University. My scholarship is 16,485 rubles.

Lyudmila Levitina

receives an increased scholarship

Types of scholarships

I come from a wealthy family, I do not participate in Olympiads and do not play for the faculty volleyball team. But I won the competition of the Potanin Charitable Foundation and am studying well and excellently.

This article will tell you how to receive additional scholarships and payments even with C grades in your record.

Ask for social assistance

These are scholarships and payments related to the insufficient income of parents and the financial condition of the family. They are paid by the university, city, country and even charitable foundations.

State social scholarship

Some students are entitled to a social scholarship, even if they study with C grades. Social scholarships can be received by orphans, disabled people, veterans, contract workers and victims of radiation disasters. A social scholarship can also be awarded to those who receive state social assistance, for example, low-income students.

To formalize everything, you need to contact your social protection department or MFC. There they will calculate the income, assess the life circumstances of a particular student and, if required, within ten days they will issue a certificate for the university - on paper or electronically, if issued through the government services website.

If a student lives in a dormitory and receives only an academic scholarship of 1,484 rubles, he may be recognized as a “low-income person living alone.” Social workers will ask if you receive money from your parents and how much. But there is no need to confirm this with any documents.

Documents that social security authorities may request:

  1. Passport.
  2. Certificate of registration in form No. 9 or certificate of registration at the place of residence in form No. 3.
  3. Certificate from the university indicating the course, form and period of study.
  4. Certificate of ownership of property.
  5. A document confirming the right to benefits: a certificate of serving a sentence by parents, a death certificate of parents, a certificate of disability, etc.
  6. Documents confirming income.

The social scholarship is assigned for a year from the date of issue of the certificate. If the certificate was issued in May 2017, but the student brought it to the university only in September, then the social scholarship will be paid from September 2017 to May 2018 while the certificate is valid. Then the documents will have to be completed again.

The university will help you understand the rules for awarding social scholarships: they follow the laws and know who is entitled to what. But they may not specifically talk about the new rules. It’s better to go to the dean’s office and personally find out what a particular student in a difficult life situation can receive from the state.

Increased social scholarship

Sum: no less than an increase to the subsistence level.
Payouts: once a month for a year.
Innings: at the beginning of the semester.

First- and second-year specialists and bachelors can apply for an increased social scholarship if they already receive a regular social scholarship, and also if they have only one parent who is disabled in the first group. This scholarship is paid only to good and excellent students.

The size of the increased scholarship is set by the university, but it must increase the student’s income to the subsistence level per capita. This standard is set by the government. The cost of living is taken for the fourth quarter of the year before the formation of the scholarship fund. For example, in the fourth quarter of 2016, the cost of living per capita was 9,691 rubles. That is, if a St. Petersburg State University student receiving an academic and social scholarship of 1,485 and 2,228 rubles wins a competition for an increased social scholarship, it must be at least 5,978 rubles.

The exact amount of the increased scholarship is determined by the university, taking into account the educational program, course and size of the scholarship fund. At St. Petersburg State University, a competition for such a scholarship is held once a semester. It may be different at other universities, so it is better to check with the dean’s office or academic department.

Material aid

Sum: no more than 12 social scholarships.
Payouts:
Innings: announces the university.

The criteria for receiving financial assistance are much broader than for social scholarships. The university pays it from its budget once a quarter, and the minimum amount is not fixed anywhere. Payments are often based on how many students needed assistance that quarter.

You can ask the university for financial assistance if your parents are divorced, if you have children, or if you got sick and bought expensive drugs. The university will need to provide the child’s birth certificate, treatment contracts and receipts for medications.

A complete list of situations in which the university helps students in need can be found in official documents. St. Petersburg State University pays for tickets for students from other cities and countries from St. Petersburg home and back for the holidays, and St. Petersburg State Economic University “donates” money for students’ weddings.

Scholarship program "A+"

If you study without C grades, then a low-income student can apply for the “A+ Plus” scholarship from the “Creation” charity foundation. Students no older than 21 years old can participate in the competition. Advantage is given to excellent students and winners of Olympiads, competitions, and sports competitions. Achievements are taken into account over the past two years.

Documents for the “Five Plus” program:

  1. Application.
  2. Certificate of academic performance with the university seal.
  3. Copy of the passport.
  4. Documents confirming that the student is under guardianship and trusteeship, and other documents providing benefits (for members of foster families, disabled people, refugees, etc.).
  5. Certificate of income of all family members in form 2-NDFL or certificate of recognition of the family as low-income.
  6. An extract from the house register about the composition of the family, certified by the original seal.
  7. Certificates, diplomas, student award certificates for the last two years of study.
  8. Photo (any photo, not a passport photo).
  9. Motivation letter.

Play on the football team or drama club

State universities pay increased scholarships to successful students. Achievements are taken into account in five areas: studies, science, sports, social activities and creativity.

At St. Petersburg State University, achievements are assessed with points. The more areas covered, the higher the chances of receiving a scholarship. A student with a GTO badge who wins an environmental poster competition will receive more points than a student who wins five competitions in one subject. In this case, grades are only one of many criteria; it is not necessary to study with excellent marks to participate in the competition.

An increased state academic scholarship (PGAS) is about 10,000 rubles at St. Petersburg State University, from 5,000 to 30,000 rubles at HSE. In most universities, the amount of the scholarship changes every semester: it depends on the size of the fund, the number of students and their achievements. There are universities where the size is fixed. For example, at St. Petersburg State University active students are paid 8,000 rubles. PGAS is paid once a month during the semester. Documents for PGAS must be submitted at the beginning of the semester.

Community Service Scholarship

In order for the university to take into account your achievements in social activities, you need to participate in organizing university events or cover them on social networks and student newspapers. A student who helped organize KVN and covered an event in the KVN group on VKontakte will receive more competitive points than a student who organized KVN and “What? Where? When?".

For example, you can volunteer to help with a scientific conference - handing out badges to participants - and ask for a confirmation letter from the department. Other options: open a student debate or cross-stitch club, write about the Miss University competition in the student newspaper.

It is worth checking with the commission what kind of documentary evidence is needed. At St. Petersburg State University, for example, a screenshot of a list of group administrators and a link to a page on VKontakte were accepted as confirmation.

Scholarship for creativity

Creative achievements are considered victories in competitions, public exhibitions and performances, and organization of events. If you participated in an exhibition or performed at an evening of stand-up comedians, ask for certificates from the organizers. If these are not expected, prepare the document yourself and ask the organizer to sign and seal it.

Creative competitions can be searched on the websites “All competitions”, “Enti-inform”, “Grantist” and “Theories and Practices”, on the website and on social networks of your university. Many competitions themselves offer a cash prize. For example, for the best paper bag design you can get 1,100 euros, and for an essay on Ayn Rand's novel - $2,000.

Sports Achievement Scholarship

In order for the scholarship commission to award competitive points for sports success, you must either win competitions, or participate in “socially significant sporting events,” or pass the GTO standards for a gold badge. How significant the event is will be determined by the university.

In St. Petersburg, GTO testing centers were opened in every district. In many universities, sports departments organize standards for students and staff. At St. Petersburg State University, on February 26, 2017, cross-country skiing was taken, and on May 15, shot and ran. To receive a gold TRP badge, you need to pass eight out of eleven tests. Four tests are required: a hundred-meter run, a three-kilometer run, a 16-kilogram weight pull or snatch, and a standing forward bend on a gymnastics bench.

Enhanced Scholarship points for athletic achievements cannot be received at the same time as the President's Scholarship for athletes. Members of Russian teams in Olympic, Paralympic and Deaflympic sports, as well as candidates for them and coaches, are paid 32,000 rubles per month, regardless of whether they study at a university or not.

Study well and publish scientific papers

Excellent students and young scientists can apply not only for PGAS. Such students are encouraged by many: the president, the Ministry of Education, regional authorities, and banks and charitable foundations. Some universities increase stipends for students immediately after an excellent exam. For example, at St. Petersburg State University, excellent students are paid 4,000 rubles, while good students are paid 2,000.

Please check with universities, foundations or companies for deadlines for submitting documents for all these scholarships. Universities most often collect applications in the spring.

Increased academic scholarship

To receive PGAS points for excellent academic performance, there are three options:

  • pass two sessions in a row with excellent marks;
  • receive a prize for a project or development work;
  • win a thematic competition, such as the Olympics.

Achievements are taken into account only for the past year.

Scientific achievements are considered to be a prize for research work or a grant for it, publication in a scientific journal or a patent for an invention.

How to publish an article in a scientific journal

Almost all universities hold conferences for young scientists. Scientific competitions and conferences for students can also be searched on the websites “All competitions”, “Enti-inform”, “Grantist” and “Theories and Practices”, as well as on specialized ones - “Scientific conferences of Russia”, “All sciences”, on the site Directorate of Scientific Research of St. Petersburg State Institute of Technology and in the scientific calendar "Lomonosov".

Usually, for an application you need to write the abstract of a report that is supposed to be read at the conference, sometimes you need to send the entire article. The abstracts will then be published in the conference proceedings, and this can be submitted to the scholarship committee. For your speech you can receive a prize and an invitation to publish a full article in a scientific journal or an expanded collection.

In Russia, scientific journals are certified by the Higher Attestation Commission (Higher Attestation Commission), but publication in a journal included in the RSCI (Russian Science Citation Index) or the Elibrary.ru Scientific Electronic Library may also be suitable for a scholarship. Each journal has its own conditions for publication. For example, according to the rules for publication in the monthly magazine “Young Scientist” you need to pay 210 rubles for the first page and 168 rubles for the next. The article will be reviewed by the journal's editorial board within 3-5 days, it will be published in the next issue, and a certificate of publication will be sent immediately after payment.

For the competition, prepare the same diplomas, certificates and publications. The selection process is not as strict as for state scholarships for scientists, so performance at a conference can be considered as an achievement, not just victory.

Also prepare a resume and a motivation letter template. "BP" and "Ak Bars" invite students to interviews. Google asks for a letter of recommendation from a teacher, supervisor, or instructor.

Win the business game

Business games are an option for the charismatic and brave. The judges will look at leadership skills, teamwork and creativity. There are many such student competitions, but not all provide real scholarships. For example, the “Troika Dialogue Scholarship Program” is only called a scholarship: students are paid for transportation to Skolkovo and accommodation there, and finalists are invited to internships at partner companies of the program.

Potanin Foundation Scholarship Program

Sum: 15,000 rubles.
Payouts: once a month from February until the end of training.
Innings: in the fall.

The Potanin Foundation pays scholarships to full-time master's students. They don’t look at grades: I graduated from the specialty with C’s, but that didn’t stop me from winning.

The competition has two selection stages. In absentia, you need to fill out a form with personal data, the topic of your master's thesis, work and volunteer experience. You will have to prepare three essays: a popular science essay on the topic of your dissertation, a motivation letter, and an essay about five memorable and significant events in your life.

Documents for the Potanin Foundation scholarship:

  1. Copy of higher education diploma (bachelor, specialist).
  2. Recommendation from a supervisor (director of the master's program, head of the department).

The second round is a business game. From morning to evening - tests for teamwork, leadership qualities, creativity. Every year there are new competitions. I took part in the competition in 2015. In one competition, you had to write five associations to the word “blue”; in another, you had to distribute the budget of a charitable foundation together with a group of students.

The most difficult task was multitasking. It was necessary to lead the company and distribute vacations, hold meetings, and calculate profits during the working day. The sheet with the profit calculation was stuck to my folder. I noticed this when the 40 minutes for the task were up. I had to quickly “delegate” the task to one of the “employees”.

The ability to negotiate with people was tested using the role-playing game “Barriers.” Two students had to coordinate their project in three instances. The “barriers” were other students. For example, children's excursions to the Peter and Paul Fortress had to be approved by the head of the excursions department, the PR specialist and the director of the museum. The authors of the project had to understand why their project “does not allow” the barrier and offer a compromise.

I volunteered to “manage” the excursion department of Petropavlovka. In the game, I was “afraid” that children would interfere with tours for foreigners. First, the authors talked about how excursions would improve the image of the museum. I didn't care about him. As a result, they promised that the groups would be small - five or six children - and always with a teacher. I let them through to the next barrier.

At lunch, the thought of being constantly being evaluated did not allow me to sit quietly with my tray. What if this is a test, and they watch me and decide that I don’t get along well with people if I sit at an empty table?

The last test is the traditional game “What? Where? When?". My team didn't score many points, but I still got a scholarship. I always volunteered to present the results of teamwork, even if it was an ugly poster that made me ashamed.

Scholarship "Consultant Plus"

Sum: 1000-3000 rubles.
Payouts: once a month during the semester.

Consultant Plus pays a stipend to those who know the system and can use it to solve a legal case. Competitions are held in Moscow universities among 1st-4th year students of economics and legal specialties.

At the Faculty of Economics of Moscow State University, a competition is organized among second-year students after a course of lectures. In the first round, students take a test of knowledge of the system and look for legal acts in it. The second round is an analysis of the legal situation using the service.

“Consultant Plus” advises checking with the computer science department to see if the competition is being held at your university. To prepare for the competition, study the educational and methodological materials of the service and take part in seminars. The materials published a collection of test tasks - “Training-testing system”.

Maximum scholarship amount

I calculated what maximum scholarship one student, a master of the Faculty of Economics at St. Petersburg State University living in a dormitory, could physically receive per month.

Let’s assume that he has no income other than a stipend of 1,485 rubles. He lives in a dormitory. He is an excellent student, publishes a lot in scientific journals and receives grants for his research. Passed the GTO standards for a gold badge, heads the university club “What? Where? When?". This is what happened.

Maximum scholarship calculation

Presidential scholarship - 2200 RUR

Passed the correspondence qualifying round and performed well at the interview

Potanin scholarship - 15,000 RUR

Passed the correspondence qualifying round and won the business game

In total, he will receive 60,313 rubles per month in scholarships and benefits. The social scholarship will have to be abandoned next year.

How to get the maximum number of scholarships
