Applying without the Unified State Exam: everything is lost or “the impossible is possible”? Is it necessary to take the Unified State Exam for correspondence studies? Find out about it right now Is it possible to enter a university without the Unified State Exam?

In 2017, the Unified State Exam (USE) celebrated its 10th anniversary. All this time, the Unified State Exam has been and remains a mandatory form of final certification for all graduates of secondary general education institutions. Moreover, only passing this exam becomes a pass to higher educational institutions for everyone who wants to enter universities during these 10 years.

Is it possible to expect to enter a university without the Unified State Exam? Let us say right away that for the vast majority of graduates this is impossible. We said “for the majority,” which means that it is still not for everyone. Are there any legal loopholes? They exist, but every year they become less and less. Recently, for example, it was decided that winners and medalists of Olympiads must necessarily confirm their status with high Unified State Exam scores (not lower than 75 points in a core subject).

10 situations when USE scores will not be asked

1. You live and study in the Republic of Crimea

Graduates of Crimea and Sevastopol have the opportunity to choose which form of certification to take at the end of grade 11: the Unified State Exam or traditional exams. The so-called “USE holidays” are planned to be extended until 2021. If a graduate from the Republic of Crimea wants to enter a Russian university without the Unified State Exam, then he will take the entrance tests provided for at a particular university (information must be clarified with the Admissions Committee).

2. You have health restrictions confirmed by the PMPC

GVE-11 (State final examination in 11th grade) is a form of final certification for schoolchildren who have certain health limitations. In order to obtain official permission not to take the Unified State Exam, you must pass the PMPK (psychological-medical-pedagogical commission) and receive the appropriate document. The GVE is a somewhat lighter version of the Unified State Exam; it takes place in the same time frame as the Unified State Exam. When entering a university, you will also need to pass the entrance tests provided by the university.

3. You enter a university after graduating from a technical school or college

Graduates of technical schools and colleges do not have to provide Unified State Exam scores to the Admissions Committee. The rules for admitting such applicants are adopted individually at each university: sometimes they only undergo an interview, sometimes they take entrance tests. It’s not for nothing that many people choose colleges after 9th grade, because upon completion of secondary vocational education you get not only a profession, but also the opportunity to enter a university without the Unified State Exam.

4. You are entering a university as a correspondence student.

Some universities carry out enrollment in universities for correspondence courses (paid, of course) without taking into account the results of the Unified State Exam. In this case, of course, there is no deferment from the army for young men. And you also need to remember that when submitting documents you will still be asked to provide a school certificate. It is impossible to obtain a certificate for 11 grades without passing the Unified State Exam, so indirectly the Unified State Exam results will still be taken into account. If you fail the Unified State Exam, then you will not receive a certificate either.

5. You are enrolling in a foreign university

Finally we got to this scenario. Indeed, the results of the Unified State Examination are relevant only for admission to domestic universities. However, we must not forget that at a foreign university you will still be asked to provide a document confirming your graduation from school. Obtaining a school certificate without the Unified State Exam, as we have already said, is not possible.

These 5 methods applied to those who are going to enroll within 4 years after finishing the 11th grade (this is the validity period of Unified State Exam points in our country), or you are entering a university after a secondary vocational education. Now let's talk about other situations, and there are also 5 such points:

6. You decided to get a second higher education

If you decide to get a second higher education in the Russian Federation, then you definitely don’t need to take the Unified State Exam. This is good news. However, you should know that budget places are provided only for those who are entering the university for the first time, which means you will have to pay for the tuition yourself.

7. You are re-entering a university (after an academic leave or expulsion)

If for one reason or another you had a planned or unexpected break in your studies, then the university should accept you without retaking the Unified State Exam.

8. You decided to transfer from one university to another

Transfer from one university to another also occurs without passing the Unified State Exam. All details of a transfer from one higher educational institution to another are enshrined in the University Charter, so the procedure will take place according to these regulations, but certainly without additional exams.

9. You have decided to enroll in a master's or graduate school

Admission to a master's or graduate school, of course, involves entrance tests, since here, too, there is always a struggle for budget places, but you definitely won't have to take the Unified State Exam. What entrance tests are provided - read on the website of each specific university (everything is individual here).

10. You are a foreign citizen who wants to enroll in a Russian university

Foreign citizens enter Russian universities on the basis of entrance examinations, if this is provided for by the rules for admitting such students within the framework of a special quota. You also need to carefully study the information posted on the official websites of universities that accept foreign citizens for training.

The system of passing the Unified State Exam, which is both graduation from a secondary educational institution and an assessment point upon admission to a university, was introduced gradually in the Russian Federation, being introduced and improved in several stages. Since 2001, the Unified State Exam was introduced in some regions of the country; the system became mandatory throughout Russia by 2009.

Nowadays it is no longer possible to imagine entering a university without passing the Unified State Exam. But in life there are exceptional cases when a person, for some reason, wants to receive further education without passing the Unified State Exam. And the question of where you can go without the Unified State Exam is asked every year by more than a dozen young people in our country.

Reasons why the Unified State Exam result may be missing.

Unified State Exam results may be missing in the following cases:

  1. For citizens who received secondary education in another state. So if a foreigner asks the question where he can enroll without the Unified State Exam in the Russian Federation, the answer will be positive from almost any university. A foreign national can only provide the selected institution with a document confirming his graduation from a secondary educational institution in the country from which he came. The Government of the Russian Federation provides quotas for the number of foreign students.
  2. For citizens with disabilities or limited physical and mental capabilities. Such citizens are admitted to universities (not all) without the Unified State Exam, or they can take entrance exams within the university. However, almost every establishment has a quota for this category of citizens.
  3. You graduated from a secondary educational institution before the introduction of the Unified State Exam, or a lot of time has passed since passing the Unified State Exam.
  4. Unfortunately, the human factor can also play a cruel joke - people who are late, overslept or too busy can also miss the opportunity to take the Unified State Exam.
  5. There are not enough points for admission based on the Unified State Examination results.

The lucky ones who don't have to take the Unified State Exam

These lucky ones include:

  1. Pupils of schools who successfully participated in all-Russian Olympiads and became winners. Such students will be admitted to any university without the Unified State Exam or other exams, but only on the basis of victory in such Olympiads.
  2. Students who took part and won in the Olympiad from the university. It is realistic to try to win such an Olympiad by thoroughly preparing for it in advance and knowing the conditions.
  3. Those wishing to have a second higher education are also exempt from the mandatory Unified State Examination. Such citizens must present a diploma from the first university and undergo testing or examination within the new one.
  4. Students admitted to a university on the basis of a transfer from another university or who have taken an academic leave and want to reinstate do not take the Unified State Exam.

Where can you go without the Unified State Exam? Foreign universities, for example, accept Russian citizens without the Unified State Exam. To do this, you need to clarify which exams are required to be passed on site at the selected university. Sometimes there is no need to take exams at all.

Come back next year, or even in two or three

There is, of course, the option of re-taking the exams in a year, if you don’t mind the time and are ready to carefully study textbooks and go to tutors during this year in order to pass the Unified State Exam. And in the breaks between the textbook and the repeater, you can start working and receive your first salary.

Another long-term option is to go to college or technical school, study there for two or three years and get a specialty, and then apply to a university. In order not to waste precious years, you can go to college and study in ninth grade.

Where you can go after college without the Unified State Exam is up to you. However, you should remember that the university will not require you to pass the Unified State Exam and will offer an accelerated program if you want to study in the same profile as in college.

Where can you apply with a certificate without the Unified State Exam?

What to do if the exams are passed, the certificate is received, but the passing grade for the university is not sufficient? There aren't many options here. Don’t forget the option of secondary vocational education. The doors of a technical school or college where you can enter without the Unified State Exam are always open for you. After graduating from these, you can enter a university.

If you still would like to get a “higher education” without wasting a year on secondary vocational education, it is worth considering universities where you can enroll without the Unified State Exam in absentia or remotely. True, this option often involves paid education.

You can also consider creative professions. Fortunately, in creative faculties they pay little attention to the number of points scored, and to enter them you need to pass creative exams, you just need to show talent.

Mathematics - the queen of sciences

Mathematics is an important subject when passing the Unified State Exam. Since 2015, it has also been divided into 2 levels - basic mathematics and specialized mathematics. That is, if a student plans to enter a faculty where mathematics is a compulsory subject, then he needs to choose specialized mathematics. Basic mathematics is a little easier to pass, but it is not taken into account when entering a university and is only required when receiving a graduation certificate.

If you have a humanitarian mindset and the exact sciences are not quite for you, then in this case it is better to choose the basic level of mathematics. There are plenty of liberal arts universities in our country where you can enroll without the Unified State Exam in specialized mathematics. However, it should be remembered that in some regions the university will take two exams, and upon admission you will need to pass an internal exam at the educational institution.

Universities where you can enter without the Unified State Exam

Of course, such institutions are primarily all theatrical, vocal, artistic and humanitarian institutions. We list those specializations for which admission is not required to pass exams, or there is no Unified State Examination for the specialized level of mathematics:

  • journalism;
  • all medical areas (dentistry, pediatrics, medical biochemistry, biophysics, etc.) - in this case, you should intensively prepare for biology, physics, chemistry;
  • veterinary medicine;
  • acting skills;
  • Musical direction;
  • art direction;
  • customs affairs;
  • philology;
  • psychology;
  • jurisprudence;
  • foreign languages;
  • Faculty of Physical Culture;
  • social work;
  • cultural studies;
  • international relationships;
  • tourism and much more.

You just need to familiarize yourself with the corresponding “List of directions and specialties” that each university has.

Study, study and study again

In conclusion, it is worth noting that in fact, a lot depends on your life goals and your own desire to receive this or that education.

Life circumstances may develop in such a way that any education (even three-month courses, not to mention higher education) can be very useful and subsequently become the main source of income. So you need to take your studies seriously and responsibly and never neglect it.

Today, there are correspondence departments in almost all higher educational institutions in the country. A rare exception to the rule are private universities. These educational institutions have their own educational schedule, and they do not provide students with the opportunity to combine work with education. The rest of the universities are willing to meet the students and give them this opportunity.

We all know that there are certain specifics when applying for distance learning. This question worries many students, as evidenced by frequently asked questions on search engines. Students first of all try to find out exactly how the procedure for admission to the correspondence department goes, how much easier it is to enroll in the correspondence department than in the full-time department. Many people think that enrolling in a correspondence course is easier than entering a full-time course, and they are absolutely right. This is due to the fact that in the correspondence department it is significantly lower, for example, if about twenty-five people apply for a place in the full-time department, then the competition in the correspondence department will be about 17-18 people per place. This will significantly increase your chances of admission to the university of your choice.

It is also worth noting that during distance learning, many more opportunities will be open to the student. In addition, if a student studies on a paid basis, then the cost of part-time education will be significantly lower than full-time education, because a part-time student spends much less time directly studying.

There are cases when a school graduate decided on his future profession while still studying at school, and when he arrived at a higher educational institution, he discovered that there was no correspondence training for this specialty, and he had to choose his future specialty again. Of course, there are a number of specialties that are close to each other in their specificity, however, there are also those for which it is very difficult to find a similar one. It is recommended to pay attention to this aspect in advance.

The next thing to remember when applying is that the correspondence department also has a competitive system. Often students enrolling in a correspondence course think that they will be able to avoid a competitive program; this opinion is wrong. The competitive system exists in both full-time and part-time departments, just for part-time students; it is usually carried out in a more gentle manner. The requirements for applicants to the correspondence department will also not be lowered and the entrance tests will not be simple. Therefore, it is impossible to say that admission to the correspondence department is much easier than full-time admission.

Admission to the correspondence department.

Every graduate, when entering a higher educational institution, must remember that he needs to score a passing grade in order to get into his chosen specialty, and no one will spare him from passing the mandatory entrance exams. There are often cases when a student needs to obtain a higher education to move up the career ladder. In such situations, the admissions committee sometimes meets the applicant and admits him to the university without passing entrance tests. But such cases only occur if the student already has a first higher education and has positive characteristics from his job.

There is another useful nuance in the correspondence department. If a student enrolls in the correspondence department for the first time, then he can easily count on a budget place and will not have to pay for his studies. If a student wants to get a second higher education, then training will be possible only on a paid basis. When receiving a first higher education, a student can study either on a budget or on a paid basis, but in any case he will have to pay for a second higher education.

Admission to the correspondence department is similar to admission to the full-time department. However, in some educational institutions, enrollment for correspondence courses takes place twice a year. In addition to being convenient for students, it is also beneficial. Let’s say you are enrolling in a correspondence department and for some reason do not have time to submit documents and pass exams on time, you have the opportunity to enter the same university in the same year, but a student entering full-time study without having time to submit documents on time will be forced wait until next year to enroll.

Let's say a few words about the documents required for admission. The set of documents for admission to part-time study is not much different from the documents for full-time study. In other words, you will also need a certificate, a document certifying your successful completion of the unified state exam, medical certificates about your health and your photographs. After you are enrolled as a student at the university, you will be given a grade book and a student ID.

If you enter a university after the 11th grade of school, then in most cases you must pass the Unified State Exam (USE). What subjects are needed for admission to the direction or specialty you have chosen can be found in the list of entrance tests in the order of the Ministry of Education and Science of the Russian Federation dated September 4, 2014 No. 1204, as well as in the list of entrance tests in the admission rules established by the university you are planning to attend act.

In some cases, along with the Unified State Exam, you may need to pass additional entrance tests:

  • upon admission to budget-funded training in specialties and areas included in the list approved by order of the Ministry of Education and Science of the Russian Federation dated January 17, 2014 No. 21, for example, “architecture”, “journalism” or “medicine”;
  • upon admission to Moscow State University. M.V. Lomonosov (MSU). The list of specialties and areas for which additional entrance tests must be taken is determined by MSU independently;
  • if you enter a university where studies require access to state secrets or public service, for example, the Military University of the Ministry of Defense of the Russian Federation. The rules for admission to such universities are determined by the federal authorities that supervise them.

2. Is it possible to enter a university without the Unified State Exam?

You don’t have to take the Unified State Exam and enroll based on the results of entrance exams that the university conducts independently if you fall into one of the following categories:

  • disabled people and disabled children;
  • Foreign citizens;
  • applicants applying on the basis of a diploma of secondary or higher professional education;
  • applicants who have received a certificate The certificate must be received no earlier than a year before the deadline for accepting documents at the university.">no more than a year ago and have never taken the Unified State Exam. For example, those who passed the state final exam (GVE) or received education abroad instead. If an applicant has passed the Unified State Exam in some subjects and the State State Exam in others, he can take the internal exam at the university only in the subjects in which he passed the State State Exam.

3. When do I need to submit documents for admission?

Universities begin accepting documents for budget-funded full-time and part-time undergraduate and specialist degrees no later than June 20. Document acceptance ends no earlier than:

  • July 7, if upon admission to your chosen specialty or field of study, the university conducts additional creative or professional tests;
  • July 10, if upon admission to the specialty or field of study you have chosen, the university conducts any other additional entrance tests;
  • July 26, if you are applying only based on the results of the Unified State Exam.

For all forms of paid education and for correspondence forms of budget education, universities determine the deadlines for accepting documents independently. Application deadlines can be found on university websites.

You can simultaneously submit documents for admission to a bachelor's or specialist's degree to five universities. In each of them you can choose up to three specialties or areas of training.

4. What documents are needed for admission?

When applying to a university, you will need to fill out an application for admission. As a rule, it can be downloaded from the university website. The application must be accompanied by:

  • passport or other document proving the identity and citizenship of the applicant;
  • document on previous education received: school leaving certificate, diploma of primary, secondary or higher vocational education;
  • information about the results of the Unified State Exam, if you took it;
  • 2 photographs if upon admission you will take additional entrance tests;
  • registration certificate or military ID (if available);
  • medical certificate form 086/у - for medical, pedagogical and Their list was approved by Decree of the Government of the Russian Federation of August 14, 2013 No. 697.">some others specialties and directions;
  • if your representative will submit documents instead of you, you will additionally need a notarized power of attorney and a document proving his identity;
  • If at the time of submitting documents you are under 18 years old, take with you a consent form for the processing of your personal data, signed by a parent or guardian - without it, documents will not be accepted. Download the form on the university website or ask the admissions staff to send it to you by email;
  • documents confirming individual achievements; documents confirming special rights and benefits.

You can submit both original documents and their copies. It is not necessary to have copies certified by a notary. You can submit documents in person at the university admissions office or at one of its branches, if there are any. In addition, documents can be sent by registered mail.

About all methods of submitting documents, including Some educational institutions may accept documents on-site: in this case, you can hand over the documents to a university representative at mobile document collection points. In addition, the university, at its discretion, may accept documents sent by email.

">alternatives, check with the admissions office of a particular university.

5. What do you need to apply for a budget?

To apply to the chosen university, you must score a number of points equal to minimum score or exceeding it. The university itself determines the minimum score for each specialty and direction, but cannot set it below the level approved by the Ministry of Education and Science of the Russian Federation.

A competition is being held among applicants who have submitted documents for admission. The first to be admitted will be the applicants with the most total points for For some individual achievements, the university can add points to the applicant - no more than 10 in total. Such achievements can be a school medal, a certificate or a diploma of secondary vocational education with honors. The full list can be found in paragraph 44 of the procedure for admission to higher education educational programs, approved by order of the Ministry of Education and Science of Russia dated October 14, 2015 No. 1147.

The list of individual achievements that are taken into account at a particular university upon admission can be found in the university admission rules. Admission rules are published by the university on its official website no later than October 1 of the previous year.

">individual achievements and for the Unified State Exam - only in subjects that are needed for admission to the chosen areas or training program.

Based on the results of the competition, it is determined passing score- the smallest number of points that was sufficient for enrollment. Thus, the passing score changes every year and is determined only after enrollment. As a guide, you can look at the passing score for the selected areas or the training program for the past year.

Applicants who are admitted under quotas have the right to take part in the general competition, if they did not qualify for the quota, but participate in the competition within their quota. To do this, they must also score a number of points equal to or exceeding the minimum value set by the university.

You can get a higher education in Russia for free once. But it is worth considering that after completing a bachelor’s degree, you can enroll in a master’s program in a budget department.

6. Who can enter without exams?

The following people can enter the university without entrance exams:

  • winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren or the IV stage of the All-Ukrainian student Olympiad, if they enter specialties and directions, "> corresponding to the profile of the Olympiad - for 4 years following the year of the Olympiad. The university independently determines which areas and specialties the profile of the Olympiad corresponds to.
  • members of national teams of the Russian Federation and Ukraine (if they are citizens of the Russian Federation), who participated in international Olympiads in general education subjects, if they are enrolled in directions and specialties, The university independently determines which areas and specialties the Olympiad profile corresponds to.">corresponding to the profile of the Olympiad in which they participated - for 4 years following the year of the Olympiad;
  • champions and prize-winners of the Olympic, Paralympic or Deaflympic Games, world or European champions and athletes who took first place at the World or European Championship in sports included in the programs of the Olympic, Paralympic or Deaflympic Games can enter specialties and directions in the field of physical science without exams culture and sports.

Winners and prize-winners of Olympiads from the list approved by order of the Ministry of Education and Science of Russia dated August 30, 2019 N 658, can count on admission without exams for 4 years following the year of the Olympiad. However, the university itself determines which Olympiad winners and prize-winners are accepted from the list without exams (or provide them with other benefits upon admission), in which class the applicant should have taken part in them, and what areas and specialties the Olympiad profile corresponds to.

In addition, in order to take advantage of the benefit, the winner or prize-winner of the Olympiad from the list of the Ministry of Education and Science must score a certain number of points on the Unified State Exam in a core subject, which the university also sets independently, but not less than 75.

7. What is “targeted learning”?

Some universities provide admission to targeted training in specialties included in the list determined by the Government of the Russian Federation.

An applicant entering within the target quota is sent for training by a region of the Russian Federation, a government agency or a company with which the university has entered into an agreement on admitting applicants for targeted training. You can find out whether such agreements have been concluded at the university of your choice by contacting the admissions office. Applicants entering under the target quota do not participate in the general competition.

When submitting an application for admission to targeted training, in addition to the main documents, you will need to provide a copy of the target training agreement certified by the customer or present the original later. Sometimes information about the contract concluded with you comes to the educational institution directly from the organization that orders the training.

Information about applicants within the target quota is not included in the general list of applications for admission, and is not posted on official websites and information stands in the interests of state security.

8. What other benefits are there when entering a university?

Most admission benefits can be divided into 4 groups:

  • admission under a special quota* - the passing score for these applicants is usually But not lower than the minimum score established by the university.">below than for the rest. Applicants with disabilities of groups I and II, children with disabilities and those disabled since childhood, disabled people due to a military injury or illness received during military service, orphans and children without parental care (retain the right to admission) can apply under a special quota under a special quota up to 23 years old), Categories listed in the Federal Law of January 12, 1995 No. 5-FZ “On Veterans” (see Article 3, paragraph 1, subparagraphs 1–4).">veterans military operations. Within the framework of a special quota, the university allocates at least 10% of budget places from the volume of control figures for each set of conditions for admission to study in bachelor's and specialty programs;
  • right to 100 points - if an applicant has the right to admission without exams, but wants to enroll in a program or field of study that does not correspond to the profile of his Olympiad, he can receive 100 points for one of the entrance tests automatically, if it For example, the winner of the All-Russian Physics Olympiad does not want to enter the Faculty of Physics and Mathematics and chooses astronomy, where he also needs to take physics - in this case he will receive 100 points for physics without passing it.">corresponds profile of his Olympics. In addition, in order to take advantage of the benefit, the winner or prize-winner of the Olympiad from the list of the Ministry of Education and Science must score a certain number of points on the Unified State Exam in a core subject, which the university also sets independently, but not less than 75);
  • benefits for individual achievements - medalists, winners of Olympiads (which the university does not accept without exams and does not provide the right to 100 points) and
  • champions and prize-winners of the Olympic, Paralympic and Deaflympic Games and other sports competitions;
  • applicants with a certificate with honors;
  • gold and silver medalists;
  • volunteers;
  • winners of the championship in professional skills among people with disabilities and people with disabilities “Abilimpix”.
">other categories of applicants may receive additional points - but not more than 10 - or the right to preferential admission. The university independently determines for which achievements and what benefits to provide;
  • right of preferential admission - if two applicants score the same number of points upon admission, then the one who has the right of preferential admission will be admitted. This right is available to applicants who can enter under a special quota, and A complete list is given in Article 35 procedure for admission to study in educational programs of higher education, approved by order of the Ministry of Education and Science of Russia dated October 14, 2015 No. 1147.">some others categories.
  • If there are more people willing to enroll than there are quota places, then these categories of applicants participate in a competition among themselves based on the points they score. At the same time, applicants within the quota can simultaneously submit an application to participate in the general competition. When entering a general competition, the priority right of admission is retained - if other conditions match, priority is given to those who have this advantage.

    9. How is enrollment done?

    Until July 27 inclusive, on its official website, the university publishes lists of applicants applying for a bachelor's or specialty degree in a budget department of full-time or part-time study and who have passed the minimum score threshold.

    The lists are ranked by the number of points, that is, higher positions are occupied by applicants whose total number of points for the Unified State Examination, additional entrance tests and individual achievements are higher. The sum of points without taking into account individual achievements is considered, then the profile subject and then in descending order of priority. If two applicants have the same entire list, priority is given to the one who has the preemptive right.

    After this, enrollment begins. It takes place in several stages:

    • priority admission stage - enroll applicants who enter without exams, within the framework of a special or targeted quota. These applicants must, by July 28, submit to the university where they decided to enroll and where they passed the exams, the original document on previous education and an application for consent to enrollment. The enrollment order is issued on July 29;
    • Stage I of enrollment - at this stage, the university can fill up to 80% of the budget places remaining free after priority enrollment in each specialty or area. Applicants are admitted according to the position they occupy on the list of applicants - those who occupy a higher position are admitted first. At this stage, you must submit the original document on previous education and an application for consent to enrollment no later than August 1. The enrollment order is issued on August 3;
    • Stage II of enrollment - the university fills the remaining budget places. Applicants who will be admitted at this stage must submit the original document on previous education and an application for consent to admission no later than August 6. The order is issued on August 8.

    The university determines the deadlines for enrollment in paid departments and correspondence courses independently.

    Since 2009, admission to Russian universities began to be based on the results of the Unified State Exam. After passing the unified state exam, you receive a Unified State Examination certificate - an official document adopted by the Ministry of Education of the Russian Federation.
    The certificate is issued in the singular (regardless of how many exams you took, the subjects are indicated in the document as a list) and confirms that you have successfully passed the exams. The document contains the personal data of the exam participant (last name, first name, patronymic) and the exam result in points according to a hundred-point grading system. If the examinee does not achieve the minimum accepted score in any subject, the exam result and information about passing it are not included in the certificate. According to the current rules, the Unified State Examination certificate is valid until December 31 of the year following the year in which it was received. This means that the results of the Unified State Exam can be used for admission to a higher educational institution within two years (for a person who passed the Unified State Exam and went into the army, this period may increase even more), that is, with the results of the Unified State Exam in 2013, you can enter a university in 2014 year.

    What should those who do not have a Unified State Examination certificate do? How to enter a university without the Unified State Exam?

    • have already received one higher education;
    • transfer students from other universities;
    • having secondary vocational education and wishing to obtain higher education in the same profile (same specialty);
    • graduated from school, vocational school, college, technical school before January 1, 2009;
    • have received secondary (complete) general education in educational institutions of foreign countries;
    • citizens with disabilities who do not have USE results at the time of admission;
    • winners and prize-winners of the All-Russian Olympiad for schoolchildren, “university” Olympiads for schoolchildren included in scroll, champions and prize-winners of the Olympic, Paralympic and Deaflympic Games, as well as participants in international Olympiads in general education subjects for schoolchildren.

    In the cases listed above, applicants can be enrolled in universities without a Unified State Examination certificate based on entrance examinations at the university. But then, of course, each university needs to take its own exam.

    If your Unified State Exam has already expired or your Unified State Exam results are low for admission to a university?

    Unified State Examination results are valid for two years. But you can retake or retake exams in the subjects you need, however, under certain conditions.

    • Students are allowed to retake the Unified State Exam this year:
      - graduates of the current year who received an unsatisfactory result in the Russian language or mathematics at the Unified State Examination;
      — applicants who did not take the Unified State Exam for good reasons (illness or other documented circumstances);
      — Unified State Examination participants who did not complete the examination work for good reasons (illness or other documented circumstances);
      — Unified State Exam participants whose results were canceled by the State Examination Commission (SEC) or the Federal Examination Commission (FEC), if the conflict commission satisfies the appeal of a participant in the Unified State Exam regarding a violation of the established procedure for conducting the Unified State Exam.
    • If a graduate is simply not satisfied with the Unified State Exam results in one or more subjects (compulsory or elective), he will only be able to retake them the next year. At the same time, he can retake the Unified State Examination in any subjects (even if he retakes all of them, or “doesn’t pass” all of them, or even just one, as required) in order to try to improve the result. And then, if there are USE results for two years, you can choose the best of these results for admission to a university, and in any combination. For example, use the result in mathematics from 2012, and the result in Russian language and social studies from 2013. If, when trying to retake the exam, the applicant “fails” the exam, that is, does not even get the minimum score, then you can take the last year’s result. If you have USE results for two years, then in your application for admission to a university you need to indicate the results of which year in which subject you are choosing, and then it will not be superfluous to check whether exactly the results you wanted were taken into account.
