“We see that teachers do not use the historical and cultural standard enough. More than 500 teachers have already undergone advanced training, but the next step needs to be taken - the second stage to clarify the historical and cultural standard. We need to work specifically with regions where such problems exist,” said Sergei Kravtsov.

In the new academic year, the department proposes to conduct mandatory testing work in history in the 5th grade, and in the 6th grade voluntary CDF. Most likely, in the 2017/18 school year, eleventh graders who did not choose history for passing the Unified State Exam, will also write a mandatory VPR.

According to the head of the department, the solution to the gaps in the knowledge of schoolchildren will be eliminated when school curriculum in history, the minimum content of education will return.

“The minimum has already been prepared by the ministry, and I am sure that its adoption will radically change the situation,” Kravtsov said.

Analysis Unified State Exam results in History 2017 showed that the number of students who did not pass 32 minimum scores was halved, while the number of high-scoring students increased by 2 percent.

In view of this, the Public Chamber proposed making the Unified State Exam mandatory in all subjects, including history, with the exception of physical education, so as not to escalate the situation in society.

Rosobrnadzor summed up the preliminary results of the final exams in the main Unified State Exam period-2017 in history and chemistry: the number of schoolchildren who failed to overcome the minimum score in history was halved. The exams were held on the main deadline for passing the Unified State Examination - June 19, about 110 thousand participants took history, about 74 thousand took chemistry.

"The average test scores in both subjects in 2017 are slightly higher than last year. The number of participants in the Unified State Examination in history who failed to overcome the minimum threshold of 32 points decreased by half compared to last year and amounted to 8.7%. Minimum threshold 36 points in chemistry were not achieved by 1.1% of participants less than a year earlier,” the press service said in a statement.

According to Rosobornadzor, the proportion of participants who were unable to overcome the minimum thresholds decreased significantly in all subjects: in Russian - by two times, in physics - by 1.6 times, in literature - by 1.5 times, in basic mathematics and geography - almost 1.5 times, in social studies, computer science and English - by a quarter.

According to the head of Rosobrnadzor Sergei Kravtsov, this is the effect of systematic work with weak schools. “Thanks to the widespread introduction of new technological solutions into the Unified State Examination process and the coordinated work of the organizers, both at the federal level and locally, we also managed ahead of schedule give the Unified State Examination participants their results,” Kravtsov noted.

The Unified State Exam is convenient for schoolchildren

Rosobrnadzor summed up the results of a survey that was conducted on the official Unified State Exam portal among school graduates and students to find out their opinion about the final certification. The survey showed that this form of exams is generally convenient for schoolchildren, Kravtsov said.

“More than two-thirds of those who voted (68.6%) believe that a single exam for both school graduation and university entrance exams is more convenient than the previous system, when graduation and entrance exams were separated. For 83.4% of survey participants, it is convenient that the results of the Unified State Exam are valid for four years,” Kravtsov said.

In addition, 67% of voters noted that the presence of reserve days for taking the Unified State Exam allows graduates and their parents not to worry if unforeseen circumstances arise that prevent them from taking exams on the main days. Almost 80% of respondents believe that it is more convenient to prepare for the Unified State Exam, thanks to pre-established requirements and an open bank of tasks, and for 21.5%, an exam conducted in a free form is more comfortable.

The majority of survey participants (62%) consider written exams more convenient, while the rest (38%) find it more convenient to take an exam in the form of a conversation with a teacher. At the same time, graduates are not always comfortable taking an exam with a teacher they know: 64% of respondents would not want to be examined by a teacher with whom they did not have a good relationship at school.

Improving the Unified State Examination

Rosobrnadzor is collecting wishes from the population to improve the Unified State Examination procedure; the most current proposals could change the exam system in 2018, Kravtsov said.

“Traditionally, after the end of the Unified State Exam campaign, we open a collection of proposals to improve the unified state exam. All of them will then be carefully analyzed by our specialists,” Kravtsov said.
