Poll: Will Putin succeed in “deoffshoring” the elite?

Officials and deputies were strongly recommended from the Kremlin to return their children and parents who live and study abroad - such a rumor was thrown into the media this week. Later, refutations appeared, but the sediment remained. How many families of the Russian establishment live abroad? Does this situation pose a threat to national security? Would you send your child to study abroad? “BUSINESS Online” is answered by Airat Khairullin, Dmitry Potapenko, Ildus Yanyshev, Nikolay Svanidze and others.

“IT WILL BE VERY DIFFICULT BECAUSE THE DISEASE IS ADVANCED, UNFORTUNATELY”

Airat Khairullin— Deputy of the State Duma of the Russian Federation:

— It always upset me... When you have to fly abroad on a business trip from Moscow at the end of the week, there are always a lot of officials on the plane. And when I returned on Sunday evening or Monday morning, I saw the same faces. Several times, after getting into conversation, I learned that these officials were simply going to visit their families for the weekend. I think this is wrong. I decided this question for myself a long time ago: my family does not have any property or property abroad. Moreover, I am a deputy of the State Duma and, on moral principles, I could never afford this before. I told myself that I would invest only in my native country, my native republic.

On the one hand, getting an education in the West is not bad, but in reality, children who study and live abroad for two or three years cannot find themselves when they come here. They return with completely brainwashed, adapted to that life, because there the system of assimilation, the system of ideological education and habituation to those Western norms and values works very seriously. The child actually becomes practically a citizen of the country where he studies. It is difficult to say whether Putin will be able to reverse these processes. It will be very difficult, because the disease is advanced, unfortunately. One could turn a blind eye to these things, but these officials with foreign assets are vulnerable. And it is possible that this could be used to put pressure on them to accept certain solutions to the detriment of our country.

Andrey Devyatov- political scientist, sinologist:

“This situation with relatives abroad does not create any threat to sovereignty. The threat itself comes from the expectation of additional pressure measures, which US President Obama promised to introduce on Monday or earlier. We must not forget that a limited contingent of our armed forces is in Syria. And they lead there fighting against rebels, terrorists and other enemies of the legitimate government of President Assad. Due to the fact that in the United States there is an uncompromising clash of views on the political line for the country's exit from the crisis, there is an opinion that one of the ways out of the crisis will be a full-scale war. And a full-scale war can very easily arise from an armed conflict, a limited, local war. The Syrian campaign is one of these local wars.

If the Americans add military pressure, this may end with the adoption of some kind of NATO decision on the internment of all citizens Russian Federation who are abroad, or about taking some kind of police measures against them, checking their reliability in terms of integrity, compliance with the norms of civil society. Otherwise, perhaps they are all terrorists, some kind of extremists, radicals who, instead of tolerance, humility, patience and meekness, will demonstrate support for some decisive actions of the Putin-Medvedev administration. Therefore, they may end up under checks there, or they may be interned. So that no provocations occur against them, against these children and wives, otherwise they will take the children and beat them, some woman in the store will be accused of stealing a diamond, and such warnings are given.

What will our Ministry of Foreign Affairs do in such cases? We already know what it will do. The British Foreign Secretary said that it is necessary to hold peaceful demonstrations and pickets in front of the Russian embassy. And our Ministry of Foreign Affairs, instead of saying that we will take adequate measures and begin to hold pickets and demonstrations in front of your embassy, began to stand in the opposite direction, remember the Vienna Convention and hurl accusations. Instead of saying: we will do the same. But we don't say that. Therefore our means mass media who play on the side of civil society will blow in the direction of inciting this discord, exacerbating contradictions and sliding into war...

Ildus Yanyshev- Chairman of the Supervisory Board of the group of security companies "Kontr":

— If 60 to 100 billion dollars are exported from Russia annually, then perhaps half of this money belongs to entrepreneurs, and half to officials. Thus, the threat is not that people are leaving, but that capital is leaving. And people just follow the money. The problem is not that it is necessary to prohibit the departure of children or return them from abroad. This is a fight against the investigation, but we need to fight the original source: to deprive people of the opportunity for illegal enrichment and undeclared export of capital. This will be right. And when capital has already fled, calling people to come back is ineffective.

Yakov Geller— General Director of the State Unitary Enterprise “Agency for State Order of the Republic of Tatarstan”:

“If there was such a command, then, in my opinion, this is most likely a warning not to us, but to “them.” So to speak, to bristle before the attack. Check bomb shelters, approve bread rations, deploy Iskanders... These are all links in one chain: to show our readiness and fearlessness. How to say: “We are not afraid, we are ready for anything.” But, of course, if the wife ends up in the enemy’s camp, then this, of course, is unpleasant. After all, we are not guaranteed that the country where our loved ones are may close its borders. And that’s it, they will remain there, in the lair. And this is very unpleasant. But the question is completely different: where are we going? We live in a besieged fortress, and we must understand that everyone is against us. Or maybe not everyone is against us yet... So, of course, there is a threat that our “partners” will close the borders and not let them come here to us.

In this regard, I remember how in New York I had the opportunity to meet a man whose parents miraculously managed to take him out of Poland as an infant before September 1, 1939. He spoke in Yiddish, and I, hearing the words my mother repeated, answered him completely automatically. “They managed to leave, they made it!” - he repeated. It’s good that we had time... And I remember this in connection with your question about close relatives abroad. You never know what can happen there! And we were seriously warned about possible provocations on the day of so-called solidarity with the Syrian rebels. In my opinion, it is completely reasonable to warn about possible provocations and all sorts of evil intrigues. Why do you think that they will treat our wives and children with love abroad? What is the reason for this impression?

“WHY IS IT ALLOWED FOR ATHLETES TO TRAIN AND LIVE ABROAD, BUT EVERYONE ELSE CAN’T STUDY OR LIVE THERE?”

Dmitry Potapenko— businessman:

— As far as I know, there is practically not a single high-level official whose children do not live abroad or study there. And deoffshorization is nothing more than beautiful words. I have a feeling that we are pushing ourselves. I read English quite well, and, frankly speaking, apart from the hysteria in our media and abroad among the far right, which has always existed in any country, it is nowhere to be found. No one is going to fight with us. We are like that John, who the hell needs us... A child is not our property under any circumstances, I would like to remind you. It is impossible to send a child, this is not a suitcase. As for studying abroad for your children: why? If they want to study, they will study; if they don’t want to, they won’t.

Nikolai Svanidze- historian, TV presenter:

— How many of our people live there, I don’t know, but I think that many of our representatives Russian elite children study and live abroad. This, in general, is a certain lifestyle when the father earns and lives in Russia, and spends the money abroad on his children’s education. His wife and parents may also be there. I think if such a decision is made, there will be a very serious degree of indignation of this elite, a fairly serious degree of tension within it, this will affect precisely that part of society that Putin relies on, namely the political elite.

In many countries, families live abroad, Americans go to France, or the French go to the States, or the Chinese go to the States or somewhere else, to Germany, for example. Does this pose a national security threat to anyone? Only in an absolutely schizophrenic situation can this be perceived as a threat to national security. There's no way she's here. My child is already an adult; he studied here. But if I thought that education there was better, if I had the means for this, then I would think hard about it. Why not? Why is it that athletes can train and live abroad, but everyone else cannot study or live there? I don't understand what this has to do with national security.

Hafiz Mirgalimov— Deputy of the State Council of the Republic of Tatarstan, Communist Party faction:

- How many family members of our establishment now live abroad - I do not have such figures. Now the laws are such that if there is money, anyone can go somewhere and place a child there. But I don’t see a threat to our national security in this. I believe that if such categories of people are sent somewhere, they should be aware of what the international situation is, what the attitude towards us is in this country, and so on. They must take into account not only the narrow interests of their family. If they are thinking about their safety, they must also consider the current situation. Since they sent children abroad, it means they have already thought about safety.

But I wouldn’t send my children to study abroad. For what? We teach well, they give a good education. Why spend extra money? I trust our education system. Although, if he were president or we had a majority in the State Duma, we would have accepted new law about education. IN Soviet time our scientists have created wonderful schools, wonderful scientific directions. This should not be forgotten.

Marcel Shamsutdinov- And. O. Head of the regional branch of the Parnassus party in Tatarstan:

“Many citizens live abroad; they will not be able to return. There is no particular problem with this. What is the problem if a person and his family live abroad? This does not pose a threat to sovereignty and national security. This creates a weak economy and a lack of public opinion in the country. If possible, I would send my child to study abroad. It was Peter I who said that you need to study where they teach better.

“MY SON LIVES IN THE CENTER OF AMERICAN IMPERIALISM – PROFESSOR OF PHYSICS IN THE USA”

Haris Salikhzhan - Imam of the Heter Mosque of the Museum and Public Center of the Ministry of Internal Affairs of the Republic of Tatarstan:

— Nowadays, many relatives of the establishment live abroad. I don't think it will be possible to return them. There are too many of them. But I'm in favor of returning it. I would gladly return my son Ildar. He lives in the center of American imperialism - a professor of physics in the USA. I dream that my son will return to Russia. After all, the most people went there smart people. So my son entered the physics department of KSU without exams, graduated from it and went abroad. The Soviet government taught him for 10 years at school, then 5 years at a university, and harm was done to the state.

But how to return? Ildar himself wants to return, but his family is against it. The wife doesn't want it. You have to get someone interested somehow. He now lives in Columbus, Ohio. I don’t want to send my grandchildren and great-grandchildren to study overseas. I myself was in America, my wife lived there for six months - nothing good, there are also problems there. My son would have retired here, but she has been in America since she was 65 years old.

Victor Shenderovich- writer:

— No, of course, Putin will not be able to deoffshorize the elite, because then the whole point of his rule would be lost. And it consists in withdrawing money from Russia. Steal here and store there. This is the meaning of existence of the entire Russian elite. I think such statements are more for PR use. To demonstrate to what in the political sense is called “cotton wool”, his patriotism, that all around him are such evil oligarchs who are siphoning off money and taking families away, but he is such a patriot. Despite the fact that his daughter is also partially not in Russia and is classified.

Radik Gafurov- ex-president of the Association of Muslim Entrepreneurs of the Russian Federation:

“I think that it will not be possible to return it, because this must be done in unambiguous steps, so that it is clear, the signals must be clear. Not half measures: it seems yes, but it seems no. There are many people like that around Putin: their parents, children, and wives are not in Russia. They come here as if they were going to work; for our officials this is not a state, but a factory in Russia. Hired guys come from abroad, they've amassed money, and there are mansions. I think that most officials have families abroad, well, except for 100 people who are on the sanctions list - politically restricted persons. And the rest are rushing there.

This is a very serious problem - a threat to the security of the country, because the children who went there are actually the heirs of the capital earned by officials. These children are steeped in that culture, they live there, they get married there, they have friends there. They live by this mentality. And what happened to the nobles after the revolution, who went there, thinking that they would be accepted there, and they played the balalaikas there, will happen. I think that the children of officials will play balalaikas in the West in front of customers.

Vahit Imamov— editor-in-chief of the newspaper “Madani Gomga”:

— Children of the elite study abroad. They will not be able to be returned in the same way that billions and trillions are flowing out of Russia. I know that many children from Kazan study there, I have the happiness of knowing them by sight. Even though they graduated from Oxford universities, I don’t see that they have any more intelligence. What is the result? I do not see him. I saw scientists who returned, because in the 90s hundreds and thousands of scientists went abroad, and only a few returned. They were lured with money and laboratories. If you know, in the 30s there was a war in China between Chiang Kai-shek and Mao Zedong, our Red Army was sent there, and they, first of all, did not carry out a revolution there, but began to return emigrants who had fled during the civil war. Harbin was then filled with Tatars. They started to lure us in, saying that everything will be fine. Two brothers, one of whom remained in Harbin and the other returned to Russia, agreed that they would send each other photographs. They didn’t want to write a letter because they might read it, but they agreed to appear in the photo: if standing, it means there a good life, if sitting, then it’s bad. My brother, who came here, sent a photo of him lying down - that means it’s super bad when Soviet power.

The fact that the children of officials study abroad threatens us with the fact that money goes abroad. One parent who taught his child abroad told me that he was spending at least $7,000 a month. One month to teach my daughter. I didn’t send my children abroad, I didn’t even send them to Moscow. Although my daughter could enter MGIMO, she passed the exams. IN admissions committee They said that the most important thing: if you don’t find a Russian-scale job for your child here in Moscow in some department, administration, or at least on central television, then what’s the point.

“WHEN KAZAKHSTAN GOT INDEPENDENCE, EVERYONE WAS SENT TO AMERICA MASSIVELY, THE BASIC MASS RETURNED, AND IN CHINA 100 PERCENT WERE RETURNERS”

Ivan Kazankov- Chairman of the SPK "Zvenigovsky":

- Why are you asking me, it doesn’t bother me at all. I have problems in the Mari Republic - yes. I live here, the problems of the Mari Republic are problems for me. Why send your children to study abroad? I studied in Russia, and everything seems to be fine. Therefore, I think that getting a normal education in Russia is quite enough. We need to live together with our people.

Sergey Mayorov— Chairman of the Board of Directors of Magnolia Group of Companies (Naberezhnye Chelny):

— So far, everything has worked out for Putin. Whatever he takes on, it works out. And it works out very well. Moreover, in this case the idea is correct, because the people who are leaving, if they return with their knowledge and skills, I think they will bring a lot of things to the Russian economy. As a rule, all representatives of large businesses have reserve airfields, because the basis for the sustainability of society is medium-sized businesses. They have both production and housing - everything is here. And big business, as a rule, does not always trust the current government. That’s why children are taught there so that if something happens, they can adapt to those conditions. This, of course, is a threat to Russia because, firstly, it is a sign of distrust in the current government. And the second is that the wealthiest people educate their children there. And then they don’t come back. This is a loss of human capital for us.

I would send my children to study abroad, but only after receiving Russian higher education here. When they already have a certain worldview. And then, I would only send for additional education and provided that they themselves wish it. I have three children Russian education, and no one said they wanted to study abroad. The fourth one is growing up. I hope he won't say either. We have a normal education, adapted to our Russian environment.

Akhmet Mazgarov- ex-president of the Academy of Sciences of the Republic of Tatarstan:

- We need to divide the question in half. If talented children, for example, study at the Sorbonne, Cambridge, Oxford, and so on, I welcome this and consider it right, because all of our Nobel laureates studied and trained abroad. Academician Kapitsa studied with Rutherford in Cambridge, Academician Landau studied with Bohr, and so on. But then we need to create conditions to return them to their homeland. Just like Stalin created Academician Kapitsa in his time, when Kapitsa came to Russia on vacation in the summer and they didn’t let him go back, but good conditions were created here. They allowed us to create an institute, recruit the necessary personnel, and gave us an unlimited amount of money. And if the children and wives of officials live somewhere and vacation at our expense in the south of France, then this is wrong - they need to be returned, measures must be taken.

I myself have two children - the girls studied abroad. One in America, the other in Germany. Due to the fact that education in the country has become worse than in Soviet times, frankly worse. I myself teach at a university now - the dominance of officials, teachers and professors do not have time to write papers that are unnecessary to anyone, which the officials send to them. There is no time to do science, no time to do education, so education has deteriorated. The very fact that our universities are not included in the list of the world's best is evidence of this. Therefore, naturally, if there is an opportunity to study abroad, then we need to take advantage of it, and then return them to their homeland. Although girls, as a rule, stay there and get married. You still need to control the return process, just like in China and in Kazakhstan. When Kazakhstan gained independence, everyone was sent en masse to America, the bulk returned, and in China 100 percent were returnees. Why did China make the leap? Because a huge number of students were sent to European educational establishments, overseas with the condition of returning, creating an environment better than even in America. This is very useful, you can’t live without it.

Stanislav Kharadzhiev— General Director of Quantor LLC (Naberezhnye Chelny):

— I believe that with the right approach, the authorities may well deoffshorize the Russian elite. We have all the tools for this; all we need is desire, and, probably, the creation of appropriate conditions. So that, in addition to some violent and administrative measures, this would also be beneficial. This is exactly how it is done all over the world. There must be logic to all this. We need to create conditions so that it is better here than there. When, for example, the question is to bring a business out of the shadows, the state creates conditions so that the person they want to bring out of the shadows will be a little worse off, but this is better for him than being in the risk zone every day. And he comes to the conclusion that it is not worth the risk.

There are now not just many families of the Russian elite living abroad, but very, very many families. And this is, of course, a very serious problem. Well, tell me, the Russian Minister of Education ( former minister educationapprox. ed.) can children study abroad?! Everything else that follows from this - our programs in schools, and everything else... I agree that all this creates great threats to the country - both its sovereignty and national security, because all these things are interdependent. I sent my child to study abroad. But I'm a businessman, not a government employee. And these are completely different things, I earn money for myself. I am not saying categorically that all civil servants should educate their children in Russia. But there must be some kind of cultural component here. A person must have some kind of limiter inside. He must understand that if he is the Minister of Education, he does not have the moral right to send his children to study abroad. I think that this cannot be done.

Would you send your child to study abroad?

17% I think this is unacceptable, especially for the elite

10% No, our education is better

10% Yes, already did it

63% I would send it, but there’s not enough money

Voting for the poll is closed

I recently decided to get a second education, but not in Russia. Knowing about the quality education that my peers receive in Europe and America, I also wanted to follow their example. If you believe the statistics, 10% of Russian students annually go to study and conquer the USA, Canada, Czech Republic, England, China and other countries. The issue of free education abroad is still relevant today.

In which countries can a Russian student study for free?

First of all, I decided to decide in which country it would be easier for me to live, where education would cost me less.

Please note that you can study for free only in state universities. They provide free education to foreigners.

In other organizations, training is paid.

Many people call training “free” in quotes. The reason is that you must provide for themselves , you will have to spend money not only on food, but also on the library, gym and other services of the educational institution. Everything is paid annual contribution . In addition, if you yourself are entering a university not under a funding program, then you will need to transfer a sum of money to your bank account, which would be enough for accommodation and food during the entire period of study .

Since I work and can support myself, I did not pay attention to the “free” education. While studying in Russia, we also spend on accommodation and food. Moreover, considerable sums are spent on rent, and if I live in a student dormitory , then my expenses will be much reduced.

So, I will list the foreign countries where you can get a free education and with what entrance requirements:

Note that educational institutions in the Czech Republic, Greece, Spain, China and other countries provide the opportunity to receive free education for Russian students.

But education at universities is not carried out on English language, but only on native language of this country, for example, Czech, Chinese, etc.

Despite this, they are admitted to universities without exams, after school and after completing the first year of a Russian institute.

Basic requirements for applicants for foreigners

Each university and country has its own requirements, however, they are almost the same.

Foreign applicants can enroll in universities, taking into account the following requirements:

Documents required for studying abroad

The standard package of documents includes:

Each document submitted to the commission plays a big role.

If you do not submit any document, you may be denied admission.

5 ways to study abroad for free

There are several methods for obtaining free foreign education. All forms directly associated with gratuitous assistance . It can be provided to students by an educational institution, the state, a private entrepreneur, or a representative of a public foundation.

I will list 5 ways of such training:

  • Grants or so-called social help students , which is intended for educational expenses, implementation of a professional project, training in summer schools, taking courses, etc. The grant is issued as a one-time incentive. You can receive it again.
  • Scholarship . When receiving a scholarship that can cover the cost of all or part of your studies, a motivation letter plays a huge role. The scholarship can be awarded for achievements in volunteer, sports, creative, academic, or other talents. The scholarship can be issued by the university itself or by the Russian state.
  • Research Fellowship . This method of obtaining an education is intended for those who have graduated from a higher education institution and plan to enroll in a master’s program for further research activities. Such a scholarship can be issued by the state, representatives of private or public foundations.
  • Assistant . Intended for those who wish to enroll in doctoral studies. In addition to teaching, you will work as an assistant professor. His responsibilities include teaching introductory courses in your specialty, participating in research projects that your department implements. Such financial support can be provided by both the state and the institution itself.
  • Global Education Program . A program was developed so that a student studying abroad at the expense of the Russian Federation budget, after graduating from a university in a master's, postgraduate, or doctoral program, would return to Russia and work at the enterprise for 3 years. This is a great opportunity to get a free education and have a job upon completion.

So, as you understand, get free education abroad is possible . The main thing is to have a desire. When choosing an educational institution, I rely on entrance exams and requirements.

If you are also planning to study abroad, then my advice is: think through everything down to the smallest detail, how you will finance your studies, how much money you will need for accommodation, food and other expenses, what exact documents should be sent to the university upon admission.

Some believe that this method of moving overseas is an option that only the children of oligarchs can carry out, while others are sure that this is all a pure scam. And we, based on practice, tell you: coming to Canada to study, and then staying here to work and live is quite possible even without a million in your pocket!

But only with proper planning of this process. Consultants O.W.L. will help you choose the best option for the “study + immigration” program based on your experience. For example, we know that...

Both 17-year-olds and 50-year-olds have the opportunity to study and then immigrate!

This is true. Moreover, it is impossible to say for sure who will find it easier to settle in a new place. For example, yesterday's schoolchild definitely needs to go to college or university in order to receive the appropriate education and specialty. Most likely, he will want to earn extra money in his free time from studying and during the holidays. However, without work experience, he will need to start work from zero, the lowest position. But at a young age it is easier to adapt. People aged 30+ have their advantages. For example, you can take an existing one higher education as a basis and enroll in a Canadian university on a bachelor's basis to improve knowledge and improve skills. In this case, you can choose only a one- or two-year program. Work experience also plays a role and can help you get a good position with a good salary during your studies.

However, the main thing is that Canada guarantees the right to work and the opportunity to apply for immigration to both young people and students+ after full-time studies at local universities.

In addition, a diploma obtained in Canada will allow you to get a decent job in almost any country, including the US and UK. Agree that this is a great bonus!

The educational institution must be accredited

Very important point: in order to take advantage of a job and a chance for permanent residence, you must become a student at one of the educational institutions accredited by the Department of Immigration Canada - Designated learning institution (DLI). That is, you need to apply only to those colleges/universities that are allowed to admit foreigners. Then you will receive a Study Permit - the right to study, which automatically allows you to work 20 hours a week during your studies and without restrictions during the holidays.

The salary level depends on the level of English

Most Ukrainian students in Canada strive to take advantage of the opportunity to work in parallel with their studies. How promising and financially profitable these aspirations will be depends on the student’s professional skills. But the most important factor is the level of English. The better you know the language, the better the job. Here are examples from practice. Our compatriot, an English teacher, who, with the help Open World Learning I went to improve my qualifications at a Canadian university, and now, in parallel with my studies, I work part-time in a department at the same university where I study. Graduate of Kyiv Polytechnic Institute, who worked as a programmer for three years before going to Canada, is studying in college and at the same time working in an IT company. One of our young clients with no experience in this moment receives a specialty as a pilot at a Vancouver college, and in the evenings he works as a waiter in a restaurant. All of them earn from 2 thousand Canadian dollars per month. This amount is enough to cover part of the cost of accommodation and food. Therefore, we focus your attention on knowledge of English. If the level is low, go first

The financial issue can be adjusted

Of course, studying in Canada costs money. The amount depends on many factors. For example, a two-year college course will cost less than a four-year university course. And the educational institutions themselves are divided into rated and expensive, as well as those that the majority can afford. In addition to paying for tuition, you need money for living on campus or in a rented apartment, food, transportation costs, textbooks, etc. However, expenses can be reduced! Firstly, as we have already said, no one is stopping you from working part-time in your free time from studying, which will make it possible to cover the costs of accommodation and food, and by working during the holidays, many manage to earn money to pay for their studies, and secondly, if you are diligent study - you have every chance of getting a scholarship or a good discount on course fees, and thirdly, after receiving an education, some universities return part of the funds to graduates - we are talking about 20-30% of the amount that you previously paid for training! In general, there are many options on how to get an excellent education in Canada with maximum benefit for yourself and without breaking the laws.

The longer you study, the greater your chances for permanent residence

Foreign citizens who received an education at a Canadian educational institution can count on an open work permit - Post-graduation Work Permit. The validity period of such a permit is comparable to the time of study, but cannot exceed three years. For example, if a person has studied for two years, he can obtain the right to work in Canada for a similar period; if the study lasted one year, then the permit will be for a year. And while an open work permit is in effect, the employer has the right to employ a graduate without any restrictions. Once you have worked for a year in a position relevant to your specialty, you will be able to apply for permanent residence in Canada.

In Manitoba it’s easier, in British Columbia it’s more interesting and promising

In different Canadian provinces, the requirements for foreigners who want to study, work, and subsequently obtain citizenship differ. Because each of them needs certain specialists, in accordance with the economic potential of the territory. That is, in some places they need general workers, and in others they need financial analysts. This significantly increases the chances of Ukrainians of less popular ages and professions realizing their dream of immigration.

For example, those who come to Manitoba have little money to study and no work experience. In this province, you can study for a year at an inexpensive college, get a work visa for a year, and six months after completing your education, apply for provincial support, which means you can quickly obtain resident status.

British Columbia with unsurpassed Vancouver - it was recognized three times as the most the best city Land is more suitable for young and promising foreigners who can afford an expensive education. Accordingly, the labor market here is different, highly qualified employees are at a premium.

So it’s up to you to choose where to live and study. And our task is to help you make the right choice and achieve your goal - you can do it for free in Ukraine and Canada: call, write, come!
